He was born in Erzincan. He is a post graduate of Istanbul Technical University, Civil Engineering Department, Hydraulic and Water Resources Engineering Programme. His thesis subject is “Featured administrative, technical and environmental issues on creek reclamations in rural and urban residential areas.”
